Introduction to the role of evaluation in fisheries management plans

Evaluating policies allows us to learn and adjust as we create and implement fisheries management plans (FMPs). 

Why evaluate?  

Evaluation is important as it allows us to adjust and improve our approach to make sure the plans are of the highest quality to reach our aim- to collaborate with stakeholders to protect and recover our fisheries, supporting employment and wellbeing in coastal communities and a healthy marine environment. 

When we started developing the first plans, we asked ICF Consulting Services Ltd, alongside the Countryside and Community Research Institute (CCRI) and Howell Marine Consulting (HMC) to investigate not only what we do but how we do things, so we can better understand the impact and value for money. 

A range of views are considered 

The evaluation uses a wide range of research to gather evidence on FMP issues from different perspectives. This includes observing FMP events and working groups, carrying out surveys, interviews and focus groups with stakeholders and FMP delivery teams, and reviewing FMP documents and guidance. We want to take this opportunity to express our thanks to all that have taken part in any of these to date. 

Using evaluation findings  

Findings support continual improvements in how FMPs are designed and delivered. Some of the findings and improvements include: 

The process & governance of FMPs: 

Improvements to the guidance and supporting processes are being made. 

This has improved the efficiency and effectiveness of drafting processes and made the accessibility of FMPs better for stakeholders. 

Collaborative approach: 

Evaluation research highlighted that stakeholders appreciate the collaborative engagement and feel they can 'have their say’ but are less clear on if they are being listened to. The evaluation has identified and shared good practice from across the FMPs on how to feedback to stakeholders about how their input is being used.  

Use of evidence: 

The evaluation identified limitations in what and how scientific and stakeholder evidence was being used in FMP development. Each FMP has subsequently benefited from improvements to the evidence collation process.
